What Are the New Vape Duty Stamps?

From 1 October 2026, UK vapers will start seeing something new on vape packaging: a vaping duty stamp. The stamps are being introduced alongside the new Vaping Products Duty, which places a £2.20 duty on every 10ml of vaping liquid. While the tax determines how much duty is payable, the new stamp scheme is designed to help HMRC identify and track products moving through the legitimate UK supply chain.

So, what should you expect to see, and does a vape without a stamp automatically mean there's something wrong with it?

What Is a Vape Duty Stamp?

A vaping duty stamp is a secure physical stamp attached to the retail packaging of a vape product. From 1 October 2026, vaping products manufactured in or imported into the UK and released onto the UK market under the new system must carry one.

The stamps themselves are small and rectangular, measuring 18mm x 42mm, and include several security features. Digital versions also include a scannable code that can be used for authentication and supply-chain tracking.

You'll find the stamp on the outermost retail packaging. This could be the box containing a vape product or the bottle itself when an e-liquid is sold without an outer box. The stamp must also seal the packaging so that it can't be opened without visibly damaging either the packaging or the stamp.

Why Are Vape Duty Stamps Being Introduced?

The stamps form part of the Government's new system for taxing vaping products.

From 1 October, Vaping Products Duty applies to vaping liquids manufactured in or imported into the UK, including nicotine-free liquids. Products released for sale also need to meet the requirements of the Vaping Duty Stamps Scheme.

The digital stamps allow products to be authenticated and traced as they move through the supply chain, giving HMRC another way to identify products that aren't complying with the new duty requirements.

For customers, the main difference is much simpler: duty stamps will gradually become a normal feature of vape packaging sold in the UK.

Which Vape Products Will Have Duty Stamps?

The rules aren't limited to one particular type of vape. Duty stamps apply to retail vaping products containing vaping liquid, which means you'll start seeing them across products such as:

Does Every Vape Need a Duty Stamp from 1 October?

No, and this is an important distinction.

From 1 October 2026, newly released liable vaping products need a duty stamp. However, legitimate unstamped products that were manufactured in or imported into the UK before 1 October 2026 can continue to be sold until 31 March 2027. That means shoppers may see a mixture of stamped and unstamped vape products for several months.

Good to Know: An unstamped vape isn't automatically an illegal vape after 1 October. It may simply be legitimate older stock covered by the six-month transition period.

From 1 April 2027, the position becomes much simpler. Vaping products outside duty suspension must carry a valid vaping duty stamp, and retailers must not continue selling unstamped products after this date.

What Are Digital Vape Duty Stamps?

There are two types of vaping duty stamp that may appear as the new scheme is introduced. Transitional stamps contain physical security features but don't include the digital features of the permanent stamp. They have been introduced to help businesses move over to the new system.

Digital duty stamps include a scannable code alongside physical security features. This allows the stamp and product to be authenticated and supports tracking through the supply chain. 

Digital stamps became available from 1 September 2026, and from 1 January 2027, only digital stamps can be newly attached to vaping products.

This means transitional stamps may still appear on legitimate products after January if they were attached before the deadline.

Does a Duty Stamp Prove a Vape Is Legal?

Not by itself. The Vaping Duty Stamp specifically relates to the new tax and duty requirements. Vape products sold in the UK are also subject to separate rules covering areas such as nicotine strength, pod and tank capacity, packaging, labelling and product notification.

A stamp should therefore be viewed as one part of the UK's wider vape regulations, rather than a single mark that proves every aspect of a product is compliant. This is particularly important during the transition period, when legitimate older products without a stamp may still be available.

Do Vapers Need to Do Anything?

There are no registrations, applications or other steps customers need to complete because of the new stamp scheme. The main responsibilities sit with the businesses manufacturing, importing and supplying vaping products in the UK.

For vapers, the biggest change will simply be noticing different packaging as new stock reaches shops.

Between October 2026 and March 2027, that could mean seeing:

  • Products with digital vaping duty stamps.
  • Products with transitional duty stamps.
  • Legitimate older products without a duty stamp.

From 1 April 2027, products sold outside duty suspension must carry a valid vaping duty stamp.

What Should You Look for When Buying Vapes?

For now, the most important thing is understanding that the new system is being introduced gradually. A duty stamp appearing on packaging from October is expected and doesn't mean the product itself has suddenly changed. Equally, the absence of a stamp during the transition period doesn't automatically indicate that a product is illegal.

Buying from an established UK vape retailer remains important, particularly while old and new stock are both circulating. As the transition period ends, duty stamps should become a standard feature across UK vape products containing vaping liquid.

For most vapers, there isn't anything that needs to be done differently. The stamps are primarily a way of supporting the new duty system and making products easier to authenticate and track through the UK supply chain.

The most important dates to remember are:

1 October 2026: Vaping Products Duty and the Vaping Duty Stamps Scheme begin.

1 January 2027: Only digital stamps can be newly attached to products.

31 March 2027: The transition period for legitimate unstamped stock ends.

1 April 2027: Vaping products outside duty suspension must carry a valid duty stamp.

Over the coming months, stamped and unstamped packaging may therefore appear alongside each other without there necessarily being anything wrong with either product.
